Emergency Tranquility Reboot

A database issue has been discovered that requires taking down Tranquility for a short period while the repairs are made, and we expect Tranquility's return to service at 20:50 UTC. The API and EVE Gate have also been shutdown at this time and will return to service with Tranquility.
